We look forward to seeing you at the Best Workplaces for Commuters 2027 Opening Day Celebration in person at Northern Virginia Transportation Authority. BWC is pleased to celebrate this event in Virginia, recognizing the state as #1 in the nation for BWC members. Opening Day marks the beginning of the application season for the 2027 BWC List, which will also commemorate the twenty-year anniversary of BWC at CUTR.
Join us for refreshments at 10:30am. The program will begin at 11:00am, and will include remarks by our guest speakers, which will also be live-streamed for everyone to enjoy online nationwide.

Monica Backmon Chief Executive Officer Northern Virginia Transportation Authority (NVTA) With more than 25 years of public and private sector transportation experience, Ms. Backmon oversees long-range planning, prioritization, and funding of regionally significant projects that bring multimodal transportation solutions to Northern Virginia. Managing over half a billion in annual revenue, Ms. Backmon has led NVTA through the adoption and implementation of seven funding programs, the most recent occurring in July 2024.

Chris Arabia has over 30 years of experience in field of transportation demand management at the city, county, regional, and state levels. He has been with the Virginia Department of Rail and Public transportation for the past 20 years. His work focuses on getting more people to use transit, carpool, vanpool, and bike instead of driving.

As the Virginia Department of Transportation’s Northern Virginia District Engineer, Bill Cuttler leads a diverse and talented staff of almost 800 in public service to the 2.5 million residents of Northern Virginia.
